Post Temperature requirements
I live in an area in Central California where the temp from june to late august so far it has been over 100 degrees all but 4-5 days with temps as high as 110. During the winter it can get to freezing for at least 1 and more often 2 months. I am raising meal worms, fishing red worm and fishing earthworms indoors right now. I don't think that raising BSF indoors is viable and would like to know is there any hope for raising BSF with these temp ranges???

You should be OK as there have been wild populations reported along the west coast north of California. See our Black Soldier Fly Mapping Project (link).
