BelgianPup get the smallest size you possibly can! The immature larvae are more effective as an attractant than the larger ones plus the smaller ones will live in your bin longer and have a longer useful life as attractors!

C I think you'd need more than you'd want to buy at a pet store where they can cost around a dime a piece. If you'd like to use them as a seed to get started in the hopes they attract other BSF to lay their eggs then I'd suggest getting a hundred or more.
See the Attracting black soldier flies-the basics (link) topic. I'm not sure how well the smell of dead worms will act as an attractant for BSF and I suspect it might attract other vermin as well.
